Concerns about nuclear proliferation have led to an new wave of enthusiasm for farreaching nuclear disarmament schemes. According to their proponents, the Unitet States must teke the lead in generating a new global disamament dynamic, including withdrawing the remaining U.S. tactical nuclear weapons from Europe.
