A New NATO Double-Track Decision on Terrorism and Dialogue with Islam Is Needed
 
Terrorism is a menace for mankind and should find a world wide coordinated response
 
Adopt a new doctrine of “Flexible Response to Terrorism,” preventing Provocative Weakness and utilizing all means to eliminate terror.
 
Follow the money: stop the money flow to terrorists.
 
Eliminate terrorists’ safe heavens.
 
Countries which support terrorism have to face severe sanctions first
 
The UN has to do more against terrorism
 
Adopt a pro-active, not re-active strategy, with greater UN involvement.
 
Accept that terrorism is as a war against mankind.
 
Prevent Provocative Weakness by credible deterrence, containment and retaliation against terrorist networks and the countries that harbor them.
 
Change the international law to give states the right to defend themselves from terrorist acts by demanding that terrorists be surrendered by their home state and if this fails, use force against the terrorist networks wherever they are.
 
Isolate radical forces in the Islamic world from the terrorist networks in a Two Track Security and Political Strategy implemented by NATO. Incentivize Islamic states who distance themselves from terrorists such as Libya and Pakistan.
